Current Work Status
The primary focus of the FY99 program at RVAAP was the Phase I RI of the Erie Burning Grounds (RVAAP-02). This site was used during the 1940's and early 1950's for disposal and burning of a variety of wastes including explosives, ordnance, propellants, rags, dunnage, and possibly fly ash. Scrap metal was collected from the burning activities for recycling. Approximately half the site is currently flooded due to beaver dams. The objectives of the study included characterizing contamination sources, determining whether there is any off-site migration of contaminants, and recommending whether additional investigations will be needed based upon the screening risk evaluation that will be done. Fieldwork was completed in July 1999 and the draft report is now being prepared.
The Industrial Operations Command is currently planning the demolition of Load Lines 1, 2, and 3. These activities are being coordinated with proposed IRP work at these sites. Measures will be taken to minimize migration of contaminants from demolition activities and contaminated media outside the building by heavy equipment. As with all actions, the RVAAP Restoration Advisory Board, public, the Ohio Army National Guard, and other IRP stakeholders have been informed of this project and will be updated on a regular basis. It is anticipated that the demolition of Load Line 1 will be completed by Spring 2000.
The first interim remedial actions (IRAs) will be done at the facility this fiscal year (FY 2000). All the planned IRAs will remediate known hot spots or sources of obvious contamination to prevent potential migration to off-site receptors. One IRA will be the removal and composting of contaminated soils at Load Line 12. The soils are in the area of the former demilitarization (demil) and pink water (TNT-contaminated wastewater) buildings and contain some of the highest concentrations of explosives on the facility. It is expected that this project will serve as the prototype at RVAAP, where composting is expected to be a cost effective remediation technology for many other AOCs. Additional IRAs include the soil removal, treatment, and off-site disposal at Load Line 11, the Open Demolition Area #1, and Building T-5301. These AOCs have soils with high heavy metal concentrations and are not suitable for composting. Lead lined sumps, associated underground drainage, and soils will be removed in conjunction with the soil at Load Line 11.
A Phase I RI will also be conducted at Load Line 11 this fiscal year, the first at a fuze and booster line at RVAAP. In addition, Phase II RIs will be conducted at Load Line 1 and Load Line 12 during FY2000. These lines were used for the load, assembly, and packing of large caliber artillery shells and aerial bombs during World Was II, the Korean Conflict, and the Vietnam War. Both load lines were also used for demil operations and Load Line 12 was used for the production of ammonium nitrate after World War II. A previous study identified the principle chemicals of concern at these load lines as explosives and heavy metals. Ground water monitoring wells were installed at Load Line 1 in July 1999 as part of the Phase II effort. Other proposed IPR activities at RVAAP during FY 2000 include ecological field studies at Winklepeck to more accurately define risk to ecological receptors, a UXO/OE Engineering Evaluation/Cost Analysis at Winklepeck to locate buried munitions in areas needing remediation, development of an IRP information management system and a public Internet site, and coordination of IRP activities with demolition and other liquidation activities.
