Ravenna Army Ammunition Plant
(RVAAP)

Installation Description:
RVAAP is located in Portage and Trumbull Counties and consists of 21,419 acres, in a tract that measures approximately 11 x 3.5 miles. RVAAP was constructed in 1940-1941, primarily for the purpose of loading medium and major caliber artillery ammunition, bombs, mines, fuzes and boosters, primers, and percussion elements, as well as finished ammunition and ammunition components. In addition, over the years, the RVAAP stored strategic and critical materials for various government agencies and received, stored, maintained, transported, and de-militarized military ammunition and explosive items. Until 1992, RVAAP maintained the capability to load, assemble, and pack military ammunition. In Fall 1992, the mission of RVAAP was changed from inactive-maintained to modified caretaker status (limited mission). The current mission is storage of bulk explosives and propellants.

Waste Containment Practices:
Potentially hazardous materials were treated, stored, and disposed of in landfills, burned on-site, or more recently stored in drums awaiting disposal in accordance with Hazardous Waste rules. The several landfills maintained at the installation were all unlined, and received explosive wastes which, at some Areas of Concern (AOCs), were thermally destroyed on-site prior to disposal. Open burning was also a common practice and was used primarily to desensitize and destroy explosive materials. Surface water impoundments began operation in 1948 and continued throughout the operational history of the plant. The impoundments were utilized to collect and act as a dilution media for effluent coming from the sawdust filtration processes. At one time RVAAP supported six wastewater treatment plants: three for domestic sewage and three for treatment of "pink" (TNT-contaminated) wastewater. In addition, it was a common practice to steam clean the walls, ceilings, etc. of the various Load Lines, and to discharge the TNT-contaminated wastewater through the nearest door.
Identified Areas of Concern:
RVAAP has a total of 51 areas of concern (AOCs) or sites. Of the 51 AOCs, 38 sites are being investigated and potentially remediated under the Installation Restoration Program. The other 13 are either response complete, or are being investigated and remediated under other programs. The AOCs include open burning/open detonation areas, load lines, dilution/settling ponds, waste water treatment tanks, landfills/land disposal sites, and other miscellaneous contaminated areas.
Explosives and metals are the primary contaminants of concern at RVAAP. Preliminary well sampling, conducted by Ohio EPA in 1998, showed no off-post contamination of ground water. This sampling was conducted by Ohio EPA because of the number of residents that live near the post that use private water wells.
